我在東京的日本朋友一家人也很擔心輻射問題和生活上的一些不便。
我在上星期五起床後，知道發生大地震和海嘯就趕快打電話慰問他們(當然因時差關係，已是地震發生後幾個小時了)。

從朋友的來信知道她很擔憂核災的演變，我也寫了幾封email安慰和鼓舞他們，並告訴她台灣人是他們的朋友，會跟他們站在一起對抗大自然的無情災變。要相信愛、相信希望、相信未來、相信你和我。

不怕大家見笑，我把我們的通信片段po上:

朋友T的:
It was very nice to talk to you the other day.
Thank you for concerning for us.
The situation is now even worse..   more problem like nuclear power, leaking radiation is very scary
even here in Tokyo we've found unusual amount of radiation in the air.
some friends are going abroad to evacuate....

我的:
I watched BBC's reports about Japan Crisis including earthquake, tsunami and nuclear catastrophe. The lastest one worries the whole world the most as its situation changes every moment and seems to be worse and worse everyday following the explosions and fires.
We all hope and pray that the situation and radiation leak can be controlled as soon as possible.

As all media said that Japanese people are the most resilient people in the whole world, we are for sure and have no doubt that Japan will cope with the difficulty and will be recovery very soon.

My thoughts and prayers go out to you, your family and all the Japanese people.

I can't believe these terrible things have happened in Japan.
The latest and most worries are the problems of nuclear plants.
We are having 3-hours-blackout everyday to save the electricity..
the transportation is not able to operate normally..
People are trying to buy the things for the emergency... sometimes we have to queue for enter the store .. sometimes no food are left in the store..
It is the time for every Japanese to think about what we could do now..
I really appreciate email and message from all over the world.  
I really hope we Japanese could get through this difficult situation.

我的:

I would like you to know that the Taiwanese people stand with Japanese people to fight with these unprecedented and davastating disasters.

From internet news, I got to know that this evening Taiwan Red Cross held a special event called "Believe, Hope, Fight and Smile" for raising disaster relief  fund for helping Japan's recovery.  Our President Ma and his wife attended this event .  During singing the fund raising song called "Believe", President Ma read out some lyrics "Believe Love, Believe Hope, Believe Future, Believe You and Me".  An entrepreneur donated 50,000,000 NT dollars annonymously and designated the fund's purpose particularly for the workers fighting at Fukushima power plant.

I believe people in the whole world have been awed and humbled by the power of the nature.  On the one hand, we grieve for the dead and we send out our condolences to all the people who lost their beloved ones.  The grief is the price we pay for the love.  On the other hand, we all believe that Japan will be recovery soon.  Let us pray for Japan and Japanese people.

T..., please be strong and believe love, hope and future.

我的女兒說她將在學校校園裡穿著皮卡丘的服裝，為日本災變募款。
讓我大家為我們的鄰國做一點事，一起來對抗這無情的大自然災變。

日本政府整個救災與搶救核災過程處處充滿質疑, 與讓人高度讚揚的百姓形成強烈對比.
讓人質疑的地方就是要挖掘真相, 何以如此擁護日本政府也真令人不解.

尤其30公里內撤退的百姓幾乎是棄之於不顧, 令人匪夷所思, 曾經是世界上的老 2 都如此對付核災的百姓真的很憂慮以後任何一個國家對付核災的行為.

我以前不反對核電, 但這次日本處裡核災過程讓人心寒.

這些核污染物大部分飄落入大海, 將來福島核重災區的污染也會隨雨水落入大海, 全世界也對這事情毫不關心.

看到電視台剪輯新聞畫面來跟日本加油打氣..
這幾天已經感動流了好幾次眼淚..
上回是八八水災..
這回看到守法守秩序的日本民眾..令大家佩服..
反觀日本政府對眾災區災民的慢速反應和缺乏救助..
甚至還有老人直接在避難處缺乏醫療..不敵飢寒而喪命..
都是該好好改進..
台灣也是在地震的活躍區上..
希望以日本慘痛經驗為借鏡..
能先做好準備..

各國對日本核災的影響是高度戒慎，希望多一分準備，而少一分損失。不是毫不關心的。

國外媒體倒也稱讚日本對災變的應對和準備是全世界最好的，但對這規模是史無前例的複合式災變，死傷仍非常慘重。這若發生在其他國家，傷亡可能更是難以想像。也沒有哪一個國家敢說可以處理的更好。

上星期二(地震發生後的第四天)歐盟緊急召開能源部長會議，擬對歐盟核電廠實施總體檢查(stress test)。會後達成由各會員國自願參加，而非強迫性。檢查的項目包含地震、海嘯、恐怖攻擊、冷卻系統中斷、運轉系統的整合、備用系統、整體設計、電力中斷和熱浪等。

European Union member states have agreed to hold earthquake stress tests of nuclear plants across the bloc in response to the crisis at Japan's Fukushima operation.

Energy ministers, senior national officials and industry representatives meeting in Brussels on Tuesday unanimously backed rapidly drawn plans to test all such installations to ensure their safety against earthquakes on the scale of that which hit Japan on 11 March, but also relating to threats from tsunamis, terrorism, disruptions of cooling systems, the integrity of operational systems, back-up systems, overall design and the possibility of power cuts.

Even heatwaves on the scale of that which hit France in 2003 will be among the imagined scenarios plants are subjected to.

The EU energy commissioner, Günther Oettinger, told reporters after the meeting, also attended by senior industry officials: "We want to look at safety in the light of the terrible events in Japan. I think the time has come for that."


核電使用的安全性是全世界各國關切，若能不用核電而可以有替代能源可安全又穩定供電，沒有國家要用核電了。
期待核融合發電早日成功，研究成功的人可能可得諾貝爾獎。
也希望大家節約能源，減少用電。十年前我台灣的家一直都沒裝冷氣機。這十年來雖有裝，但一年運轉總計不超過兩個月。

福島縣和Ibaraki縣的波菜和牛奶有偵測到含輻射量超過正常標準，但若繼續吃一年，其含量等於做一次CT掃描。美國食物和藥品管理局說約等於7毫西弗，就等於在已開發工業國家自然環境下所得到輻射含量的兩倍。
官方仍繼續採樣並偵測觀察中。
Chief Cabinet Secretary Yukio Edano told reporters that abnormally high levels of radiation had been detected in some, but not all tested samples of spinach and milk from the Japanese prefectures of Fukushima and Ibaraki.

The measurements exceeded the limits stipulated by Japan's food safety law, though Edano insisted they weren't extremely high. If a person consumed these products continuously for a year, he said, they'd take in the same amount of radiation as a single CT scan. The U.S. Food and Drug Administration equates that to roughly 7 millisieverts, over double what a person in an industrialized country naturally gets in a year.

Authorities are mulling regulating movement of agricultural products from within the vicinity of the plant, some 240 kilometers(150 miles) north of Tokyo, as well as getting more data for analysis under Japan's health ministry's watch, Edano said.

真相就是可以製造核武的 3 號機比百姓重要, 也就可以理解為何救災不力, 卻極力搶救3號機, 又不願意美國第一時間協助.

他山之石可以攻錯本來就是各國政府應做的事, 如還不懂得修改核災的因應與預防那可說是麻木不仁.

我看到的是 , 核災後百姓的地位在哪裡 , 環境的地位在哪裡, 世界各國都認為輻射汙染落在海裡就沒事了, 核災後只告訴你躲在家裡就沒事了其他一切都不理你?  現今各國
在這部份的因應是如何也令人擔憂? (天災大概只能自認倒楣, 但核災是人禍)

輕微核汙染落在身體表面是很容易處理, 但如果是體內核汙染是長久累計, 這些核汙染最終歸宿就是大地萬物與大海, 而人類就是須靠土地與海洋來維生.

我的感想是各國政府只願意享受核能帶來好處不太在意核災長久影的後果, 甚至核災死了一些人也不是非常 to care.

日露天廢燃料池 大憂慮

（路透華盛頓18日電）根據美國專家，因地震而嚴重受損的日本福島（Fukushima）核電廠，耗乏核燃料的露天存放池恐怕會失控洩出危險輻射粒。


柯林頓（Bill Clinton）執政時期的能源部（Department of Energy）官員阿爾瓦雷茲（RobertAlvarez）表示，美國約1/3的核設施都採同樣的設計方式。


阿爾瓦雷茲表示，看看日本東北部福島第一核電廠（Fukushima Daiichi）設施的照片，「你至少會看到兩個露天池子」。


廢燃料池的冷卻水恐怕已部分或完全乾涸，這是日本當前面臨的迫切問題之一。耗乏燃料棒暴露在空氣中，會很容易著火，而所產生的各種致命輻射粒將進入大氣。


接連發生的災情重創福島第一核電廠，但目前挽救核電廠的種種努力都未見效。


阿爾瓦雷茲現在是政策研究所（Institute forPolicy Studies）的資深學者。他說，存放池中的廢燃料才剛在1年前自反應爐取出，「這意味著，他們仍舊是新燃料，在放射性衰變的過程中，會釋放出許多熱量」。中央社（翻譯）
